Attorney General's Office, Hong Kong. 13th December, 1876.

Report on Post Office Ordinance No.10

This Ordinance was almost entirely prepared by W. Bramston, and formerly it is an offence to "deal in lotteries, and the 10th section prevents an informer from claiming a moiety of any fine as he formerly could do under the 5th Section of Ordinance 14 of 1844.

(signed) I. Russell, Acting Attorney General.

(True Copy)

My labour was little more than overseeing the work carefully with the Postmaster General and making some few changes rendered necessary by this Colony having joined the Postal Union.

It will be observed that Chinese letters are not required by the 7th section of this Ordinance to be passed through the Post Office.
